STAVKA GLAVNOGO KOMANDOVANIYA (JEFATURA DEL CUARTEL GENERAL )

 

24 horas es el tiempo de respuesta, tras la invasión de Hitler, que obliga a la constitución del mando soviético Stavka. El 22 de junio de 1941 a las 03:00 horas de Berlín las primeras fuerzas de zapadores y tropas especiales de la Wehrmacht asestan golpes de mano, cortan comunicaciones y aseguran pasos para el grueso de las tropas que vienen detrás. Es la campańa de invasión de la URSS y la gesta militar más grande de la historia.

Stalin
Iosif Vissarionovich Dzhugashvili «Stalin», Secretario general del Comité Central del Partido Comunista de la Unión Soviética desde 1922 a 1952. Intervenía directamente en las operaciones incluso a nivel de ejército o cuerpo de ejército, dictando posiciones defensivas y contrataques por teléfono directo con los comandantes de frente, saltándose en ocasiones la cadena de mando — tal como atestiguan Zhukov y Vasilevski en sus memorias.

En respuesta al plan de Hitler el 23 de junio mismo se constituye en Moscú el órgano superior del Cuartel General (Stavka) para la conducción estratégica de las operaciones y mando supremo de todas las Fuerzas Armadas o RKKA Rabochie-Kriestiyanskoj Krasnoj Armii o Ejército Rojo de Trabajadores y Campesinos. El mando soviético que controla la Stavka cubre desde el mar de Barents hasta las aguas del Mar Negro, dominando 13 ejércitos (más de 3.000.000 de hombres) distribuidos en los diferentes distritos militares.

En el Distrito Militar de Leningrado 3 ejércitos (23º, 7º y 14º) guarecen desde Narva hasta la gélida Polyarnoe. En el Distrito Especial Militar del Báltico de F. I. Kuznetsov se dispone de 2 ejércitos (8º y 11º), mientras que al sur de Pskov el 27º Ejército se constituye como reserva en segundo escalón bajo supervisión de la Stavka. El Distrito Especial Militar Occidental de Pavlov agrupa a 3 ejércitos (3º, 10º y 4º). El Distrito Especial Militar de Kiev de Kirponos consta de 4 ejércitos (5º, 6º, 12º y 26º). Por último el Distrito Militar de Odessa dispone del 9º Ejército.

La palabra Stavka tiene un significado peculiar que no atiende a ningún acrónimo como comúnmente se piensa. El mando soviético Stavka queda constituido por los siguientes 7 miembros del Politburó:

  • Iosif Stalin
  • Semyon Timoshenko
  • Nikolai Kuznetsov
  • Kliment Voroshilov
  • Vyacheslav Molotov
  • Semyon Budennyj
  • Georgii Zhukov

Además de estos 7 miembros, el decreto del 23 de junio establecía una lista de 13 consejeros permanentes de la Stavka: Kulik, Shaposhnikov, Meretskov, Zhigarev, Vatutin, Voronov, Mikoyan, Kaganovich, Beria, Voznesensky, Zhdanov, Malenkov y Mekhlis. Su función era asesorar al órgano de mando en materias técnicas, logísticas y políticas, sin formar parte del núcleo decisor.

Georgii Konstantinovich Zhukov, Jefe del Estado Mayor General del RKKA hasta julio de 1941. Uno de los principales artífices de la recuperación soviética, fue enviado por la Stavka como comisionado en las situaciones más críticas del frente — Leningrado, Moscú, Stalingrado — ejerciendo el mando directo sobre unidades en crisis por delegación expresa de Stalin.

En términos orgánicos la jefatura recae en el mariscal de la Unión Soviética Semyon K. Timoshenko, pero en términos prácticos la jefatura real del mando soviético pertenece a la cabeza visible del estado comunista, Stalin. El primero no podrá decidir en ninguna cuestión fundamental sin la aprobación del segundo. La estructura del mando soviético Stavka es responsable de las unidades desplegadas en el frente y también de las que están en formación en retaguardia. Es decir, su ámbito es puramente militar. Todos los Distritos Militares, convertidos inmediatamente en Frentes, quedan subordinados a la Stavka.

Mariscal Kliment Voroshilov, Vicepresidente del Consejo de los Comisarios del Pueblo y miembro fundador de la Stavka. En julio de 1941 Stalin le nombra comandante de la Dirección Estratégica Noroccidental, responsable de la defensa de Leningrado. Su gestión fue un fracaso: incapaz de contener el avance alemán, fue relevado en septiembre de 1941 y sustituido por Zhukov.

Almirante Nikolai Gerasimovich Kuznetsov, Comisario del Pueblo de la Flota Soviética y miembro fundador de la Stavka. El 21 de junio de 1941 emitió la directiva de máxima alerta operativa (Gotovnost №1) a todas las flotas, evitando pérdidas navales significativas durante la invasión del 22 de junio. Fue sustituido en la Stavka por el mariscal Shaposhnikov el 10 de julio de 1941, aunque continuó al mando de la Armada Soviética hasta 1947.

El proceso de toma de decisiones es centralizado, como se menciona, sobre la figura de Stalin. Tras las purgas sufridas en el RKKA en los años treinta sobre la oficialidad del Ejército Rojo, la cadena de mando se ha resentido y vuelto rígida, con muchos oficiales inexpertos, sin que los mandos intermedios (con excepciones) estén dispuestos a correr el riesgo de tomar decisiones. Por ello, voluntaria o involuntariamente, Stalin concentra toda la autoridad en sus manos.

Timoshenko
Mariscal Semyon Konstantinovich Timoshenko, Comisario del Pueblo de Defensa y primer presidente de la Stavka desde su fundación el 23 de junio de 1941. Aunque ostentaba el mando formal, ninguna decisión fundamental podía adoptarse sin la aprobación de Stalin. El 10 de julio de 1941, al reorganizarse la Stavka como Stavka Verkhovnogo Komandovaniya, Stalin asumió la presidencia y Timoshenko fue nombrado comandante del Glavnokomandovaniye vojskami Zapadnogo napravleniya (Dirección Estratégica Occidental).

Esta falta de iniciativa, especialmente de los comandantes sobre el terreno, dará como resultado una pobre coordinación tanto a nivel táctico como operacional en tiempo real contra un adversario muy preparado y determinado. Esto y otras causas serán las que conlleven al desastre del Ejército Rojo durante el verano y otoño de 1941. Finalmente el mismo Iosif Stalin tendrá que ceder ante las evidencias de no poder manejar una maquinaria militar tan vasta de manera personalizada y aceptará un cierto grado de descentralización en la jerarquía de mando y control del mando soviético Stavka.

A los pocos días de la invasión germana, las directrices básicas del mando soviético Stavka giran entorno a los principios siguientes: Intentar detener al adversario, fijarlo en el frente y desgastarlo para dar tiempo a la constitución de nuevas y potentes formaciones de combate a retaguardia y finalmente pasar a una decisiva contraofensiva estratégica dirigida por el mando soviético.

Así se crean tres mandos subordinados al mando soviético, el noroccidental (Voroshilov), el occidental (Timoshenko) y el suroccidental (Budennyj). Aún así la Stavka se reserva siempre la potestad de enviar comisionados para tomar eventualmente el mando sobre unidades en situaciones comprometidas (Zhukov, Vasilevskij…).

El 10 de julio de 1941 este comité de mando se renombra y pasa a ser el centro de dirección del Alto Mando de las Fuerzas Armadas Stavka Verkhovnogo Komandovaniya, donde Stalin asume la presidencia de la Stavka VGK sustituyendo a Timoshenko, y el mariscal Shaposhnikov ocupará la silla del almirante Kuznetsov. Posteriormente, el 8 de agosto de 1941, Stalin es nombrado oficialmente Verkhovny Glavnokomanduyushchy (Comandante Supremo de todas las Fuerzas Armadas), asumiendo también el cargo de Comisario del Pueblo de Defensa.

Tras el desastroso cerco sufrido en Kiev por la acción coordinada de Guderian y Kleist, principalmente, en septiembre de 1941, los estados mayores de los Frentes (escalones subordinados a la Stavka) empezarán a gozar de cierta capacidad de decisión.

Miembro fundador de la Stavka el 23 de junio de 1941, fue él quien anunció por radio la invasión alemana el 22 de junio mientras Stalin guardaba silencio. Su papel en la Stavka fue político, como enlace entre el Politburó y el mando militar. No fue incluido en la nueva Stavka Verkhovnogo Komandovaniya del 10 de julio de 1941.

Mariscal Semyon Mikhailovich Budennyj, Adjunto al Presidente del Consejo de los Comisarios del Pueblo y miembro fundador de la Stavka el 23 de junio de 1941. El 10 de julio fue nombrado comandante del Glavnokomandovaniye vojskami Yugo-Zapadnogo napravleniya (Dirección Estratégica Suroccidental), responsable de los frentes Sur y Suroeste. Fue relevado el 13 de septiembre de 1941 por Timoshenko tras el desastre del cerco de Kiev.

 Soviet Command «STAVKA»

BARBAROSSA’S HEADQUARTERS

STAVKA GLAVNOGO KOMANDOVANIYA (HEADQUARTERS COMMAND POST)

On the 22nd of June, 1941 at 03:00 hrs (Berlin time) the first Wehrmacht engineer and special operations troops sever lines of communications, secure key points and pave the way for the oncoming forces. It is the invasion campaign of the USSR and the vastest military feat of all times.

As a response to Hitler’s plan on the 23rd of June in Moscow is created the Armed Forces Headquarters Command Post (so called the Stavka) for the strategic direction of military operations and command of the Red Army  or RKKA<>Rabochie-Kriestiyanskoj Krasnoj Armii. From the Barents Sea until the waters of the Black Sea, the Stavka controls 13 armies (+3,000,000 men).

In the Leningrad Military District 3 armies (23rd, 7th and 14th) deploy from Narva to icy Polyarnoe. In the Baltic Special Military District F. I. Kuznetsov has 2 armies (8th and 11th), while due south of Pskov a new 27th Army is being assembled as a 2nd echelon reserve. Pavlov‘s Western Special Military District consists of  3 armies (3rd, 4th and 10th). Kirponos‘ Kiev Special Military District is guarded in turn by 4 armies (5th, 6th, 12th y 26th). Lastly the Odessa Military District is covered by the 9th Army.

The word Stavka, unknown to many, has a specific meaning in itself and it is not an acronym. It is composed by the following 7 members of the Politburo:

  • Semyon Budennyj
  • Georgii Zhukov

In addition to these 7 members, the decree of June 23rd established a list of 13 permanent advisors to the Stavka: Kulik, Shaposhnikov, Meretskov, Zhigarev, Vatutin, Voronov, Mikoyan, Kaganovich, Beria, Voznesensky, Zhdanov, Malenkov and Mekhlis. Their role was to advise the command body on technical, logistical and political matters, without being part of the core decision-making group.

In organic terms the leadership falls to the Marshal of the Soviet Union Semyon K. Timoshenko, but in practical terms the real leadership of the Soviet command belongs to the visible head of the communist state, Stalin. The former will not be able to decide any fundamental matter without the approval of the latter. The structure of the Soviet command Stavka is responsible for the units deployed on the front as well as those in formation in the rear. That is to say, its scope is purely military. All Military Districts, immediately converted into Fronts, remain subordinated to the Stavka.



The decision making process is centralized, as aforementioned on the figure of Iosif Stalin. After the purges suffered in the RKKA officer corps during the thirties, the chain of command has been severed and therefore lacks any flexibility, with a cadre of new inexperienced officers not willing to run the risk of making decisions of any importance. Due to this fact, voluntarily or not, Stalin concentrates the full responsibility on his person.

This lack of initiative, especially of the battlefield commanders (with exceptions) will result in tactical and operational poor coordination in real time against a very trained and determined adversary. This and other causes will bring total disaster to the Red Army men during the summer and autumn 1941. Eventually the same Iosif Stalin will realize the difficulties of micromanaging himself such a vast military machine and will yield to a certain degree of de-centralization in the command and control system.

After the debacle suffered by the Soviets in the Kiev encirclement in September 1941 by, mainly,  the joint maneuver of Guderian and Kleist Panzer troops, every Front headquaters will enjoy a new degree of independence (although still subordinated to the Stavka). Thus 3 new subordinate commands are created: Northwestern (Voroshilov), Western (Timoshenko) and Southwestern (Budennyj). But even though the Stavka always retains the capability to send commissaries to override any command during critical situations (Zhukov, Vasilevskij…).

In this hierarchy Marshall of the Soviet Union Semyon K. Timoshenko is on paper the Chief of the Stavka, but in practical terms the head of the Communist state, Stalin, is in command. The former won’t be able to decide on any essential matters without the approval of the latter. This structure is responsible of the units deployed in the front line as well as those in formation in the rearguard. Its scope is purely military. All Military Districts, transformed at once in Fronts, lay subordinate to the Stavka.

Marshal of the Soviet Union Boris Mikhailovich Shaposhnikov. On the 10th of July 1941 he replaced Admiral Kuznetsov as member of the Stavka Verkhovnogo Komandovaniya. On the 29th of July he was appointed Chief of the General Staff (Genshtab), replacing Zhukov. Uniquely trusted by Stalin, who addressed him by full name and patronymic — a rare distinction among Soviet generals. Author of Mozg Armii (The Brain of the Army), the foundational work of Soviet operational planning doctrine.

Just a few days into Operation Barbarossa, the basic Stavka guidelines will stress the next principles: deter, engage and increase the enemy’s attrition levels in order to have time to create numerous and potent new formations in the deep echelons and finally to initiate a strategic counter-offensive.

Thus three subordinate commands are created under the Soviet command: the Northwestern (Voroshilov), the Western (Timoshenko) and the Southwestern (Budennyj). Even so, the Stavka always retains the authority to send commissaries to eventually take command over units in critical situations (Zhukov, Vasilevskij…).

On the 10th of July, 1941, this command committee was renamed as the Armed Forces High Command direction centre Stavka Verkhovnogo Komandovaniya. Stalin assumed the presidency of the Stavka VGK, replacing Timoshenko, and Marshal Shaposhnikov took Admiral Kuznetsov’s place as member. Subsequently, on August 8th, 1941, Stalin was officially appointed Verkhovny Glavnokomanduyushchy (Supreme Commander-in-Chief of all Armed Forces), also assuming the position of People’s Commissar of Defence.

After the disastrous encirclement suffered in Kiev due to the coordinated action of Guderian and Kleist, mainly, in September 1941, the general staffs of the Fronts (echelons subordinate to the Stavka) began to enjoy a certain decision-making capacity.
