DIRECTIVA Nº 1 AL CONSEJO SOVIÉTICO DE LOS DISTRITOS FRONTERIZOS DEL OESTE SOBRE LA POSIBILIDAD DE UNA INVASIÓN ALEMANA

A: DISTRITO MILITAR DE LENINGRADO, DISTRITO ESPECIAL MILITAR DEL BÁLTICO, DISTRITO ESPECIAL MILITAR DE KIEV Y DISTRITO MILITAR DE ODESSA.

1) A lo largo del 22-23 puede comenzar una invasión sorpresiva en los distritos militares occidentales.

2) No responder a acciones de provocación que puedan agravar la situación. Las tropas deben estar al máximo nivel de alerta para identificar la agresión externa de alemanes o aliados.

3) Ordeno:

– A lo largo de la madrugada del 22 ocupar posiciones de combate próximas a la frontera.
– Dispersión y enmascaramiento de la aviación en sus aeródromos al amanecer del 22
– A todas las unidades pasar a alerta de combate. Tropa debe dispersarse y camuflarse
– Alerta máxima a la defensa antiaérea. Protección de ciudades y objetivos.

21st OF JUNE 1941

DIRECTIVE NO. 21 TO THE SOVIET COUNCILS OF THE WESTERN MILITARY DISTRICTS ABOUT THE PROBABILITY OF A GERMAN INVASION.

TO: LENINGRAD MILITARY DISTRICT, BALTICS SPECIAL MILITARY DISTRICT, KIEV SPECIAL MILITARY DISTRICT AND ODESSA MILITARY DISTRICT

1) Expecting surprise offensive in the Western Military Districts.

2) Do not respond to any provocations that might escalate the conflict. Troops shall be in maximum alert in order to identify the German or her allies’ surprise aggression.

3) I order:

-To deploy early morning to forward combat outposts along the frontier.
-To disperse and camouflage aviation assets in their aerodromes during the early morning hours of the 22nd.
-All units to go into full combat alert.
-Anti-air defense to be raised to full alert. Protect cities and key objectives.
